About OSEE
The overarching goal of the Office of Student Enrollment and Effectiveness (OSEE) is to enable Seattle Colleges to offer a consistent and high-quality student experience which allows our students to succeed, persist, and complete their academic pursuits. To achieve this goal requires a strong foundation resulting from the standardization of front-end experiences, back-end systems, policies and procedures, and data and reporting.

The Office of Student Enrollment and Effectiveness (OSEE) leads the Seattle Colleges' strategic initiatives in institutional planning, student achievement, accreditation, and program review. We provide data-driven insights and support across all campuses to facilitate evidence-based decision-making, enhance institutional effectiveness, and foster continuous improvement. Our office is committed to empowering the district’s mission by ensuring seamless enrollment processes, promoting student success, and contributing to data-informed practices that support the college community’s goals and priorities.

Key Responsibilities and Essential Functions
OSEE consolidates and aligns critical administrative functions to enhance operational efficiency, equity, and strategic alignment across Seattle Colleges.
Strategic Leadership and Planning
- Lead the development and implementation of a comprehensive, student-centered Strategic Enrollment Management (SEM) Plan aligned with district goals and community needs.
- Provide data-informed guidance to college presidents and the Chancellor on enrollment trends, organizational structure, and resource allocation.
- Serve as Executive Sponsor for:
- Institutional Effectiveness
- Guided Pathways
- District Strategic Planning
- Title III Funding Grant
Operational Oversight
- Direct and evaluate districtwide enrollment services including financial aid.
- Supervise and coordinate:
- International Programs
- District Institutional Research (in collaboration with the Executive Director)
- Accreditation Compliance
Equity and Inclusion (should this be Access, Community, and Opportunity?)
- Align enrollment strategies with the district’s Equity, Diversity, and Inclusion (EDI)/ACO? goals.
- Lead efforts to revise systems, processes, and practices to disrupt inequitable outcomes and support anti-racist/anti-biased organizational transformation.
Collaboration and Representation
- Foster collaborative relationships with executive leaders, college units, and external partners to support SEM and student success.
- Represent Seattle Colleges as the Board Representative for the League for Innovation in the Community College.
Budget and Resource Management
- Oversee assigned college and grant budgets with a focus on strategic investment and accountability
