Coverage varies depending on the activity, property, vehicle, individual, or circumstances involved. The descriptions below are general summaries and do not replace the terms and conditions of the applicable insurance policy.
Seattle Colleges participates in Washington State insurance and self-insurance programs administered through the Washington State Department of Enterprise Services (DES) Office of Risk Management. These programs help protect Seattle Colleges, its employees, property, programs, and activities from a variety of risks.

Washington State provides liability protection for authorized use of state vehicles through its self-insurance program. Separate commercial insurance may also be available for scheduled vehicles to cover physical damage resulting from an accident or collision.
This may apply when: a college or state vehicle is involved in an accident, damaged, or needs to be added or updated for insurance purposes.

Aviation insurance provides specialized coverage for certain College aviation activities because aviation exposures are generally outside the State Self-Insurance Liability Program. Depending on the activity, coverage may include aircraft liability, physical damage to aircraft, airport operations, and other aviation-related risks.
This may apply when: a college program owns, operates, maintains, or uses aircraft or conducts activities associated with covered airport operations.

Cyber liability insurance provides protection associated with certain information security, privacy, and cyber incidents. Depending on the circumstances, coverage may address privacy incidents, regulatory matters, electronic media liability, cyber extortion, data protection, network business interruption, and certain costs associated with responding to an incident.
This may apply when: There is a cybersecurity incident, data breach, privacy incident, ransomware event, or other significant information-security event.

The Public Employees Fidelity Blanket Bond protects the State from certain financial losses caused by fraudulent or dishonest acts committed by employees.
This may apply when: there is suspected employee theft, fraud, embezzlement, or another dishonest act resulting in financial loss.

Equipment Breakdown insurance, also known as Boiler and Machinery coverage, provides protection for certain losses resulting from accidental mechanical or electrical equipment breakdown. Examples can include mechanical failures, power surges, pipe bursts, and boiler-related incidents.
This may apply when: major college mechanical, electrical, heating, cooling, or other covered equipment unexpectedly breaks down and causes damage.

Excess Liability insurance can provide additional protection when a covered liability claim exceeds the protection available through the State's primary self-insurance program.
This may apply when: a significant claim or incident creates potential liability beyond the State's primary liability protection.

Fine Arts insurance provides specialized protection for scheduled artwork and collections owned by or loaned to Seattle Colleges. Covered items may include paintings, sculptures, rare books, ceramics, collections, and other objects of artistic, rare, or historic significance.
This may apply when: a college owns, borrows, displays, transports, or receives on loan of valuable artwork or collections.

Foreign liability insurance provides certain protections for Washington State employees traveling internationally on official state business. Coverage may address third-party liability, hired vehicles overseas, and certain employment-related exposures and repatriation expenses.
This may apply when: an employee will be traveling internationally on approved Seattle Colleges business.

Marine insurance is available for certain qualifying vessels that are not covered through the State Self-Insurance Liability Program. Depending on the vessel and activity, coverage may address liability, physical damage, collision, salvage, and pollution-related exposures.
This may apply when: a college program owns or operates a vessel or watercraft, particularly as part of an instructional or operational program.

Out-of-State Workers' Compensation provides coverage for qualifying Washington State employees who work outside Washington for extended periods. DES identifies this coverage for employees working outside of Washington State for 30 or more days during a year, whether consecutive or nonconsecutive.
This may apply when: an employee's work assignment will require them to work outside Washington State for an extended period.

The Alliant Property Insurance Program (APIP) provides insurance for scheduled Seattle Colleges property. It generally protects against direct physical damage to covered property, including losses resulting from events such as fire, earthquake, and flood. APIP may also cover certain scheduled equipment and includes cyber liability coverage for participating institutions.
This may apply when: college buildings, equipment, or other scheduled property is damaged or experiences a significant loss.

The Public Officials Bond provides protection against certain financial losses associated with designated public officials failing to perform the duties of a covered position. The coverage applies to designated positions rather than being personal insurance for an individual employee.
This may apply when: an employee occupies a position for which a public official bond is required.

Most routine college activities may fall within existing state liability protections. However, certain events, venues, or higher-risk activities may require additional insurance. Special event insurance can provide additional liability protection when appropriate.
This may apply when: a college department is planning a special event, using an outside venue, entering into an event agreement, or participating in an activity where additional insurance is requested.

The Special Property Insurance Policy (SPIP) is an additional property insurance option available through DES for certain property that may be better suited to this program than the primary APIP property program. Coverage is subject to eligibility and insurance approval.
This may apply when: a college department has property or equipment that may require insurance but is not appropriately covered through the primary property program.

Student intern insurance helps address liability associated with students completing required internships, practicums, clinical experiences, and other experiential-learning activities.
Depending on the program, coverage may include Medical Student General Liability, Student Medical Malpractice, or Non-Medical Student Intern Professional Liability. These policies are particularly important when a clinical site, internship provider, or other external organization requires students to demonstrate liability or professional liability coverage before participating.
This may apply when: students participate in clinical placements, practicums, internships, or other required experiential-learning activities.

Need Proof of Seattle Colleges’ Liability Coverage?
A certificate of insurance provides evidence of Seattle Colleges’ existing liability coverage through the State Self-Insurance Liability Program. Requesting a certificate of insurance does not create or purchase new insurance coverage. Rather, the certificate documents Seattle Colleges’ existing coverage for a specific authorized college activity, event, agreement, or use.
A Certificate of Insurance may be requested when Seattle Colleges:
- Leases, rents, or uses land, facilities, or equipment
- Holds or participates in an event or other authorized college activity for which proof of insurance is requested
- Enters into an agreement where another organization requests evidence of liability coverage
- Needs to demonstrate general or vehicle liability coverage for an authorized college activity
Seattle Colleges employees who need a Certificate of Insurance should submit their request to the Compliance and Risk Management Office, which will coordinate the request with the Washington State Department of Enterprise Services (DES). Please allow up to 10 business days for processing. A Certificate of Insurance provides evidence of Seattle Colleges’ existing coverage; it does not expand or modify coverage or authorize an activity, contract, lease, or agreement.
