TITLE: Tuition and Fee Waiver
606.10 Seattle College District implements the following mandatory waivers per statute
- 606.10.1
Children and Spouse of Totally Disabled or POW/MIA or Deceased Eligible Veterans or National Guard Members (W72)
SCD will waive 100% of tuition (operating and building fees), S&A fees and local fees for a qualified child/spouse/domestic partner of an eligible veteran or National Guard members. RCW 28B.15.621 (4) and (5)

Children and Spouses of Deceased or Disabled Law Enforcement Officers or Firefighters (W04)
SCD will waive 100% of tuition (operating and building fees) and S&A fees for a qualified child/spouse/domestic partner of eligible deceased or disabled law enforcement officers or firefighters. RCW 28B.15.520 (2)(a)-(b)

Wrongfully Convicted Person (W84)
SCD will waive 100% of tuition (operating and building fees), S&A fees and local fees for wrongfully convicted individuals awarded compensation for RCW 4.100.060, and their children, stepchildren and adopted children born, adopted, or who became stepchildren before compensation under RCW 4.100.060 is awarded. RCW 28B.15.395
606.20 Seattle College District implements the following mandatory waivers per SBCTC Policy
- 606.20.1
Adult Basic Education, English as a Second Language, and GED® Preparation (W32)
SCD will waive the state authorized tuition amount of $25 for ABE/ESL/GED students who cannot pay. SBCTC Resolution 04-03-03
- 606.20.2
Apprenticeship (W91)
SCD will waive one-half of the standard per-credit tuition fees (operating and building fees) and S&A fees. Students must be registered with the Washington State Apprenticeship Council or Federal Bureau of Apprenticeship and Training to be eligible. SBCTC Resolution 04-03-03
606.30 Seattle College District implements the following optional waivers
- 606.30.1
Eligible Veterans or National Guard Members (W70
SCD may waive up to 50% of tuition (operating and building fees), and S&A fees for eligible veteran or National Guard members as defined in RCW 28B.15.621 (8)(b). Waiver is reserved for eligible Veterans who do not have other funding available to cover all or part of their tuition and fees. Waiver authority RCW 28B.15.621 (2)
- 606.30.2
Other Military or Naval Veterans (W71)
SCD may waive up to 50% tuition (operating and building fees) and S&A fees for military or naval veterans who did not serve on foreign soil or in international waters or in support of those that did. Eligible military or naval veterans must be a Washington domiciliary. Does not apply to National Guard members. Waiver is reserved for eligible Veterans who do not have other funding available to cover all or part of their tuition and fees. Waiver authority RCW 28B.15.621 (3)

Building/S&A Fee Waiver for DoD Tuition Assistance Program (W75)
SCD will waive 100% of building and S&A fees for military service members eligible to participate in the Department of Defense (DoD) Tuition Assistance Program. Waiver authority RCW.25B.15.622

High School Completion (W12 Resident/W20 Non-Resident)
(W12) SCD will waive 80% tuition (operating and building fees) and S&A fees for resident students 19 years of age and older who are enrolled in high school completion program. RCW 28B.15.520 (1)
(W20) SCD will waive 100% of the non-resident tuition differential (operating only) for non-resident students 19 years of age and older who are enrolled in high school completion program. RCW 28B.15.520 (3)(a)

Over 18 Credit Exemption for Vocational Students — Resident and Nonresident (W17/W18)
SCD will waive 85% of tuition (additional operating fees only) for students enrolled in 19 or more credits exclusively in a vocational preparatory program. RCW 28B.15.100 (3)

Tribal Elder (W55)
SCD will waive 50% tuition (operating and building fees) and S&A fees for tribal elders over the age of 55 from eligible Indian tribes as defined in RCW 43.376.010. Waive authority RCW 28B.15.541
606.40 Seattle College District implements the following Waiver of Nonresident Tuition Differential

Higher Education Employees (W24)
SCD will waive 100% non-resident tuition differential (operating and building fees) for certain employees of higher education institutions, their spouses and dependents that are employed at least half-time and reside in Washington State. RCW 28B.15.014 (2)
- 606.40.2
Nonresident-Operating Fees Only (W29)
SCD will waive 100% of non-resident tuition differential (operating fee only) for non-resident students. RCW 28B.15.915
- 606.40.3
Refugee (W23)
SCD will waive 100% of non-resident tuition differential (operating fee only) for refugees, their spouse and dependents as follows: (1) on parole status, (2) on an immigrant visa, or (3) applied for citizenship. RCW 28B.15.014(3)
606.50 Seattle College District implements the following Space available waivers
- 606.50.1
Senior Citizens — Audit/Credit (W10/W56)
SCD will waive 100% of tuition (operating and building fees) and S&A fees, and charge $5 per class for a maximum of 2 classes for students 60 years or older, on a space available basis. All local fees attached to course/class are the student’s responsibility. The waiver is not available to students using the course credits for increasing credentials or salary schedule increases. RCW 28B.15.540

State Employees (W51)
SCD will waive 100% of tuition (operating and building fees) and S&A fees, and charge $20.00 for State employees employed 1/2 time or more for the first 6 credits of enrollment. Credits beyond 7 will be charged at the regular tuition rates. RCW 28B.15.558
606.60 Seattle College District implements the following Ungraded/Course-Based waivers

Ungraded Courses — Emergency Medical Technician and Paramedic Continuing Education, Parent Education, and Retirement
- 606.60.1.a Emergency Medical Technician and Paramedic Continuing Education (W93)
SCD will waive 85% of tuition (operating and building fees) and S&A fees for enrollment in ungraded EMT programs/ courses. WAC 131-28-026 (3)(b)
- 606.60.1.b Parent Education
(after 2026 – this waiver will be retired due to changes in legislation).SCD will charge an equivalent rate of 85% of resident tuition (operating and building fees) and S&A fees and 94% of non-resident tuition (including underdetermined and international residency) for enrollment in Parent Education Cooperative Preschool programs/courses.
- 606.60.1.a Emergency Medical Technician and Paramedic Continuing Education (W93)
606.70 Seattle College District implements the following Running Start Waivers
- 606.70.1
Running Start Fee Waiver (SRSL)
SCD will waive 100% of local fees for eligible low-income Running Start student (qualification can be found on SBCTC website). RCW 28A.600.310 (7)-(8)
- 606.70.2
Running Start Tuition Waiver (SRSL)
SCD may waive up to 5 credits of tuition for eligible low-income Running Start students over the approved College FTE. Per SBCTC Resolution 11-09-51.
606.80 Seattle College District Fee Waivers
- 606.80.1
Seattle Central College MAC (Mitchell Activity Center) Waiver
Seattle Central College will waive 100% of the MAC fee for seniors, Running Start, SAM (Seattle Maritime Academy), Health Education Center and Wood Technology students that will not be accessing the facility. Students that choose to use the facility can opt in and the fee will be assessed.

North and South Seattle College Apprenticeship & Pre-Apprenticeship Waiver
North and South Seattle College will waive 100% of following fees:
- Instructional Tech Fee except for programs using college supported LMS.
- Transportation Management Fee except for college on-site programs.
- Universal Tech Fee except for college on-site programs.
- Campus Enhancement Fee (South only)
- Recreation Center/Wellness Fee
- Students that choose to use the facility can opt in and the fee will be assessed.
This procedure is intended to comply with applicable federal and state laws, regulations, and governing requirements. In the event of any conflict, or if such authorities are amended, the applicable law, regulation, or governing requirement shall control.
