Honorarium Authorization Form

Seattle Colleges employees must obtain prior written approval before accepting any honorarium, as required by District Policy 400 and the Washington State Ethics in Public Service Act (RCW 42.52). An honorarium is any payment or thing of value offered in exchange for a speech, presentation, publication, workshop, consultation, or similar activity connected to an employee’s official role or expertise. Employees must complete and submit the Honorarium Authorization Form to document the proposed activity, assess potential conflicts of interest, and confirm that acceptance of the honorarium will not interfere with District duties or violate state ethics requirements. Approval by the Chancellor or applicable campus President is required before undertaking the activity.

Do I need to complete this form?
You must complete this form before accepting any honorarium offered in exchange for a speech, presentation, publication, workshop, consulting, or similar activity connected to your official role or expertise at Seattle Colleges.
What is an honorarium?
An honorarium is payment or something of value provided in exchange for services, such as speaking, presenting, writing, or consulting. If you are being paid for your time or expertise, it is likely an honorarium—not a gift.
When do I need approval?
Approval is required before undertaking the activity. Honoraria may not be approved retroactively.
Who approves the form?
Honoraria must be approved by the Chancellor or applicable College President. Requests involving the Chancellor or Board members require approval by the Board of Trustees Chair or Vice Chair.
Are honoraria always allowed?
No. Honoraria are not allowed if the organization offering payment:
  • Is seeking or expected to seek a contract with Seattle Colleges
  • Is regulated by the District
  • Is attempting to influence District policy, rulemaking, or official action
Where do I submit the completed form?
After all required approvals are obtained, submit the completed Honorarium Authorization Form to the Compliance Office at compliance@seattlecolleges.edu

When in doubt, pause and ask. Contact your supervisor, Human Resources, Washington State Ethics Board or the Compliance Office before accepting anything of value.
