150.10 Adoption of New Policy and Procedures

  • 150.10.1 Any individual may propose new policies/procedures, revisions to existing policies/procedures, or deletions.
  • 150.10.2 Proposals must include supporting documents, citations of relevant federal or local laws, and a clear rationale for the requested change. The proposal along with supporting documentation should be submitted to the Director of Compliance.
  • 150.10.3 The Director of Compliance shall collaborate with the Executive/Vice Chancellor or designated Policy Handler to:
    • Ensure the proposed policy/procedure is accurate;
    • Confirm compliance with applicable laws; and
    • Verify alignment with relevant Collective Bargaining Agreements (CBAs).
    It is ultimately the responsibility of the Executive/Vice Chancellor to ensure that the policy/procedure is accurate and in accordance with relevant state and federal laws and any Collective Bargaining Agreements.
  • 150.10.4 The Director of Compliance is responsible for assisting individuals in preparing statements for review by appropriate groups.
  • 150.10.5 Upon completion of the final draft, the proposed policy/procedure packet is routed through the Chancellors Senior Executive Assistant and presented to the chancellor and/or Chancellor’s Cabinet for consideration. The Chancellor or the appropriate Executive/Vice Chancellor overseeing the revision will present the recommendations to the Chancellor's Cabinet for approval.
  • 150.10.6 The College President or Chancellor will determine whether proposed policy/procedure updates should be shared with their College or District Community for review prior to CEC finalization. If changes are recommended, the College President, Chancellor or designee has up to 30 days to present the recommendations to the CEC. If additional time is needed to present to the College or District community, an extension to this timeline will be granted upon request. If there are substantive changes needed based on the feedback, a second reading by CEC will occur.
  • 150.10.7 After CEC approval:
    • If the proposal is a policy, the Director of Compliance will notify the College and District union presidents. In accordance with applicable CBAs, the union review process may take a minimum of 30 days. After union review has concluded, in collaboration with the Director of Compliance, the Chancellor’s Office will submit the proposal to the Board of Trustees for a first reading, followed by consideration for final approval at a subsequent meeting. Advance public notice will be provided through the Board meeting agenda, indicating whether the Board intends to consider a new policy or a revision to an existing one.
    • If the proposal is a procedure, the Director of Compliance will notify the College and District union presidents. In accordance with applicable CBAs, the union review process may take a minimum of 30 days. When a proposed change involves a mandatory subject of bargaining, the Employer will notify the union and fulfill its bargaining obligations before implementation. If substantive concerns are raised, the CEC may conduct an additional review and reading. Final approval of procedures rests with the Chancellor.
  • 150.10.8 Once a policy is approved by the Board of Trustees or a procedure approved by CEC, the Executive/Vice Chancellor or Policy Handler will notify the Director of Compliance that the new or revised policies and procedures have been adopted and can be posted online on the Seattle Colleges District website. Deleted policies/procedures will be removed from online and kept digitally by the Director of Compliance for retention purposes. If the policy/procedure requires updates to the Washington Administrative Code (WAC), it will be posted only after the WAC process is completed.

150.20 Revisions
Revisions to policies or procedures will follow the same steps outlined in 150.10.1 through 150.10.8.

150.30 Deletions
Deletions of policies or procedures will follow the same steps outlined in 150.10.1 through 150.10.8.

150.40 Washington Administrative Code
Additions, revisions, or deletions that impact WAC language must comply with Policy 256: Establishment of Washington Administrative Code for Seattle Colleges District. The Vice Chancellor or Policy Handler must coordinate with the Director of Compliance to ensure all final changes align with WAC requirements.

150.50 Distribution
Approved policies and procedures will be available online by accessing the Seattle Colleges District website.

150.60 Guidelines Verse Policy and Procedures
Functional areas within a College or the District Office may create their own guidelines with review and approval by their respective leadership. However, guidelines are not District policies or procedures and shall not be labeled or represented as such. They do not establish binding requirements, create rights or obligations, or carry the authority of a policy or procedure. Guidelines are informal or advisory in nature and are intended to support day-to-day operations. They are typically developed to address specific operational needs within a functional area. In the event of a conflict between a guideline and an approved District policy, procedure, collective bargaining agreement, or law, the requirements of the formal authority must be followed.
