Vice Chancellor of Finance & Operations
Vice Chancellor of Finance and Operations Choi Halladay brings to his position both his 15+ years of experience in Washington state higher education, as well as a deeply ingrained passion for diversity and fiscal equity for the economically marginalized. Prior to accepting his current role in 2020, Halladay served as Vice President of Administrative Services at Pierce College, where he oversaw the administrative operations for the Pierce district, managing its finances, facilities and more. He has also previously served as Assistant City Manager and CFO for the city of Lakewood, WA, where he managed a wide-ranging portfolio of administrative programs ranging from finance and risk management to human resources and IT.
In addition to his administrative responsibilities, Halladay is also involved in multiple fiscally-focused committees and task forces; he has twice previously chaired the Business Affairs Commission, the state’s community college business officers' group, and has also chaired the Community College Council for the National Association of College and University Business Officers (NACUBO). Currently he serves on NACUBO’s task force on promoting diversity in college and university business offices.
A committed advocate of financial literacy and sustainability for low income families, Halladay also devotes time to numerous non-profit boards, and currently sits on the board of Sound Outreach, an organization dedicated to educating and empowering residents of Pierce County to achieve financial security. A proud father of four adult children and one cat, Halladay and his wife enjoy travelling and running marathons in their leisure time.
