671.10 All full-time faculty, support staff, and administrators are paid on the last State working day of the month except for the month of June, when faculty on instructional year contracts will receive their last installment on the last instructional day of Spring Quarter.

671.20 All part-time faculty, support staff, and administrators are paid within ten days after the end of a payroll period.

  • 671.20.1 (A payroll period is defined as one-month.) The payroll period for a full-time employee is that period that extends from the first calendar day of the month through the last calendar day of the month. The payroll period for part-time employees in general includes the last week of each month and the first three weeks of the following month.

671.30 Schedules of monthly payroll periods for an entire fiscal year are distributed to all department heads prior to the beginning of each instructional year (September). In addition, payroll schedules are distributed monthly to all department heads.

671.40 Method of Payment

  • 671.40.1 Payment for services rendered shall be made in the form of a warrant by the Washington State Treasurer's Office.

  • 671.40.2 Each warrant is issued with an employee earning statement.

671.50 Mandatory Payroll Deductions: The following mandatory deductions are taken from the gross pay of all SCD employees:

  • 671.50.1 Federal Withholding Tax

    Wages earned through employment are taxed in accordance with the regulations of the Federal Government. The amount of tax is based on gross earnings less any withholding allowances. A withholding tax allowance is an exemption that allows employee earnings to be taxed in line with the employee's annual tax liability so that at the end of the year the amount of tax deducted will approximately equate to the tax liability.

  • 671.50.2 Social Security (Old Age Security Income)

    Social Security is a Federal tax program designed to provide an income for employees and their dependents during old age, unemployment, and disability. Employees are taxed a percentage of their gross earnings up to a certain amount of the O.A.S.I. program. This accumulated amount is the funding base for providing Social Security benefits.

  • 671.50.3 Workmen's Compensation

    The State Department of Labor and Industries requires that all SCD employees be covered under the Workmen's Compensation Act. This Act provides for medical coverage for any employee injured on the job during the course of his/her employment. This plan is supported by employee and employer contributions.

671.60 Employer Paid Insurance Deductions:

The State provides each eligible employee with $72.50 per month, which purchases the following coverages:

  • 671.60.1 Basic Life/AD&D

    provides $5,000 Life and $5,000 AD&D term insurance to employee during employment.

  • 671.60.2 Basic LTD

    provides $50 per month to employee after being totally disabled for 180 days.

  • 671.60.3 Basic Dental

    provides preventative dental care protection to employee and all eligible dependents.

  • 671.60.4 Medical Insurance -- provided to employee and all eligible dependents through one of the following carriers:

    1. Blue Cross of Washington and Alaska

    2. Group Health Cooperative

    3. Northwest Healthcare

671.70 Optional Deductions: SCD offers employees the option of having the premiums for the following programs paid via payroll deduction:

  • 671.70.1 Life and AD&D

    Additional Life and AD&D insurance may be purchased by employee to cover self and all eligible dependents.

  • 671.70.2 Salary Continuation

    1. Standard Insurance Company — provides up to a maximum of 60% of employee's monthly salary after 180 days of continuous disability. Available to full-time staff, administrators, and instructors.

    2. Crown Life Insurance Company — provides up to a maximum of 60% of monthly salary plus employee and employer retirement contributions after 90 days of continuous disability. Available to full-time administrators and instructors only.

  • 671.70.3 Parking Fees

    Employees can have monthly parking fees deducted from their pay for District and Campus parking. A parking application form is available through the Campus Security Office.

  • 671.70.4 United Way Contribution

    Contributions are pro-rated equally over a twelve-month period from December of a year through November of the following year. Pledge cards for contributions via payroll deductions are available through the campus representative for United Way.

  • 671.70.5 Seattle Community College Federation of Teachers Union Dues Payroll deductions for union dues are available to all faculty members of SCD. The monthly dues are set by the union and sign-up sheets are available through union representatives on each campus.

  • 671.70.6 Washington Education Association Dues

    Payroll deductions for Washington Education Association dues are available to all full-time faculty and administrators. Monthly dues are set by the Association and sign-up sheets are available at the WEA-Seattle Office.

  • 671.70.7 Washington Public Employees Association Dues

    Payroll deductions for union dues are available for all full-time classified employees of SCD. The monthly dues are set by the union and sign-up sheets are available through the union representative on each campus.

  • 671.70.8 Washington Federation of State Employees Dues

    Payroll deductions are available to all full-time classified employees of SCD, but are mandatory for employees covered under the Maintenance and Operating Bargaining Unit (custodial-type positions). The monthly dues are 1.1% of an employee's monthly salary, exclusive of overtime, and application forms are available through the union representative on each campus or the Payroll Office.

  • 671.70.9 Supplemental Retirement Plans

    Payroll deductions are available to those employees who want to set aside additional funds for retirement over and above the amounts being contributed to the basic retirement plan.

    SCD provides the following supplemental retirement plans via payroll deductions:

    1. Supplemental Retirement Annuity program

      Through this plan, employees contribute a portion of their compensation before taxes to the purchase of a supplemental TIAA-CREF annuity benefits. The total of the annuities can be converted at any time for its cash value.

    2. Tax Deferred-TIAA-CREF Plan

      This plan is similar to the Supplemental Retirement Annuity program; however contributions to this plan cannot be converted at any time for its cash value. Benefits are available in the form of monthly annuities that usually commence at retirement.

    3. Non-Deferred TIAA-CREF Plan

      Contributions to this plan are made from the employee's net pay after taxes. Benefits are available in the form of monthly annuities that usually commence at retirement.

  • 671.70.10 United States Savings Bonds

    Payroll deductions for U.S. Savings Bonds are available to all full-time employees.

  • 671.70.11 Washington School Employees Credit Union Payroll deductions are available to all full- time employees. Applications are available from the credit union or the Payroll Office.

  • 671.70.12 Washington State Employees Credit Union Payroll deductions are available to all full- time employees. Applications are available from the credit union or the Payroll Office.
